If you've ever watched a session of Congress on C-SPAN, you probably came to the same conclusion I did: this would be really riveting stuff if only it were in high-def. Well, the good folks at C-SPAN have felt your pain, although you won't be seeing Teddy Kennedy or John McCain in HD anytime soon (for that we should all give thanks).
C-SPAN's 107-minute documentary The Capitol will be available to cable companies nationwide to offer on their free HD On Demand platforms. The ten-hour series features the architecture, art and history of our national legislature's home, and was C-SPAN's first programming ever shot using HD cameras when it debuted last summer.

I just noticed that C-SPAN is broadcasting in HD here in Los Angeles. I'm on TimeWarner Cable so doesn't look like they have an HD channel for it, though. (So, C-SPAN broadcasts in HD, I have an HDTV, but TimeWarner makes it available only in SD.)
